International Medical Center
| Basic Overview |--------------
The International Medical Center of Huashan Hospital affiliated with Fudan University was established in 1989. It is one of the earliest institutions in Shanghai and throughout China to provide international medical services, covering disease diagnosis and treatment, health management, preventive vaccination, cross-border medical transfers and other services. It has cumulatively provided more than 1 million outpatient and emergency patient-visits to patients from over 100 countries and regions, with people from outside mainland China accounting for 50%. Its current annual outpatient volume is approximately 40,000 visits, and it is also the medical institution in Shanghai that receives the largest number of foreign inpatients. The Center has fully staffed departments and positions in medicine, nursing, pharmacy, administration, finance, logistics and other areas. All departments work closely together to provide patients with the best possible medical services, while formulating management procedures, operational strategies, public-relations maintenance, brand promotion and publicity, commercial health-insurance cooperation and other plans around the development of international medicine. Upholding the mission of “Excellent Medical Care, Premium Service,” the International Medical Center will provide high-quality medical services to patients worldwide, with the goal of creating a new calling card for Shanghai’s medical diplomacy and becoming a leader in China’s international medical industry.
| Environment and Facilities |--------------
The International Medical Center is divided into outpatient and inpatient wards, with a total floor area of 3,190 square meters. It has complete facilities and a beautiful environment.
The outpatient department has 23 independent consultation rooms and provides examinations and treatments including ultrasound, echocardiography, electromyography, electroencephalography, gynecological examinations and rehabilitation physiotherapy. Outpatients can enjoy one-stop service on the same floor, covering “appointment - consultation - examination - payment.” The outpatient department is designed in accordance with the local standard requirements of the “Specifications for International Medical Services,” with independent functional areas, a comfortable and clean environment, clear and standardized instructions in Chinese and foreign languages, a dedicated guidance and consultation desk, and a dedicated service area for commercial health-insurance institutions.
The inpatient department has consultation rooms, 25 single rooms and VIP suites. With hotel-style services and a central electrocardiographic monitoring system, it creates a safe, comfortable and international medical environment for Chinese and international guests.
| Service Features |--------------
As a medical institution serving patients worldwide, Huashan Hospital has a broad diagnostic and treatment scope covering general practice, internal medicine and all subspecialties of surgery. It has creatively adopted the “dedicated-person responsibility, whole-process service and integrated management” approach, multidisciplinary collaboration through “general practice + specialty,” and the full-process, closed-loop international medical “Huashan Model” of “consultation - examination - treatment - follow-up.” The Center has a dedicated medical team with an international outlook and has also established a high-level expert pool for international medical services. The Center’s dedicated physicians possess solid professional skills in general practice and general internal medicine, outstanding abilities to integrate and coordinate medical resources, and rich cross-cultural medical and humanistic communication skills. For every international patient who seeks care, the dedicated physician is responsible for assessment, diagnosis and treatment, and follow-up, and arranges expert consultations according to the patient’s condition. Inpatients are managed under a co-management model, with Center physicians and supporting specialty physicians jointly providing diagnosis, treatment and management. The physician team follows the entire medical process and assumes full responsibility, ensuring the best choice among various treatment plans.
| Position in the Industry |--------------
Gu Jingwen, Director of the International Medical Center of Huashan Hospital, successively initiated the establishment of the Foreign-Related Medical Specialty Branch of the Shanghai Medical Association, the Regional Cooperation Committee for High-End Foreign-Related Medical Services, the International Medical and Special Needs Services Professional Committee of the Cross-Strait Association for Medical and Health Exchange (SEAM-CIPM), and the International Medical Tourism Branch of the China Association of Non-Public Medical Institutions. She is the founding chairperson, and the Center is the chair institution, of these organizations. She led SEAM-CIPM to successfully join the World Organization of Family Doctors (WONCA), and was elected a standing committee member of the World Association of Chinese General Practitioners, the principal initiator and current chair of the WONCA Special Interest Group on Emerging Models of Health Care. The Center’s internationally oriented general medical services have gained worldwide recognition.
The Center is also the lead drafting institution for the Shanghai local standard “Specifications for International Medical Services” (DB31/T 1487-2024). The standard officially came into force on October 1, 2024. It is the first local standard in China in the field of international medicine and provides a reference regulatory document and technical guidance for the 2023 key project of the Shanghai Municipal Party Committee, “Pilot Work for International Medical Tourism in Shanghai.”
| Commercial Health-Insurance Cooperation |--------------
As early as the beginning of the 1990s, the Center took the lead in establishing contact with commercial health-insurance companies and introducing direct claims settlement services. The Center provides patients with diversified appointment channels, including WeChat, telephone and web pages; has built an integrated working platform for physicians, nurses, pharmacists, medical technicians and insurance; and offers diversified payment methods. The Center has formulated standardized insurance contract templates and signing procedures, and has signed cashless direct-payment agreements with more than 30 insurance companies and third-party institutions. The number of insurance companies actually participating in cashless cooperation has reached nearly 100. When seeking care, patients only need to present the designated medical-insurance card. Within the scope of insurance coverage, they do not need to pay medical expenses, which greatly facilitates patients, simplifies medical procedures, and creates a mutually complementary and integrated relationship between the hospital and medical insurance. The Center attaches importance to long-term cooperation with various insurance institutions and continuously improves patients’ care experience by continually summarizing its experience with direct payment under commercial insurance.
| Medical Support for Foreign-Related Affairs |--------------
Since its establishment, the Center has successfully treated numerous international patients with difficult, acute, critical and severe conditions. It is a designated medical institution for the consulates general in Shanghai of 10 countries, including the United States, Italy, the United Kingdom, Japan and Canada, as well as for commercial insurance companies and multinational enterprises. It has received letters of thanks and praise from diplomatic missions in Shanghai of many countries. It is also a medical-support institution for many major international events involving foreign participants and has repeatedly completed important support assignments for the Asia-Pacific Economic Cooperation (APEC) summits, the Shanghai Five-Nation Summit, the Shanghai World Expo, the China International Import Expo and other major events with excellence.
| Teaching |--------------
The Center adheres to the integrated development of international medical services and general practice, and carries out the development of general-practice subspecialties. It is a high-end general-practice base in Shanghai. The Center’s director is the only doctoral supervisor specializing in general practice in the entire hospital. To date, the Center has recruited 7 doctoral students and 10 master’s students; it currently has 5 doctoral students and 2 master’s students enrolled. A total of 10 physicians from the Center have successively obtained qualifications as examiners for the assessment of Shanghai general-practice bases, and they continue to teach and train trainees at general-practice bases. The Center has held 16 consecutive editions of the International Symposium and National Continuing Education Training Course on “High-End Medical Services and Development,” training more than 5,000 participant-attendances from across the country. The teaching content covers introductions to general-practice medical-service systems in various countries and regions, international perspectives and training systems for general practitioners, quality management and procedures for international general-practice clinics, and the development of intercultural nursing, thereby contributing to the training of internationally oriented general practitioners.
| Scientific Research |--------------
The International Medical Center has long been committed to research and exploration of theories related to international medical services and is one of the earliest medical institutions in China to conduct academic exploration in international medical services, medical tourism and other fields. It has successively undertaken and completed more than 10 policy and management research projects, including “Research on Shanghai’s Commercial Health-Insurance System,” “Development for Enhancing Shanghai’s International Medical-Service Capacity,” “Research on Building Shanghai’s International Health-Tourism Brand,” the Shanghai Municipal Health Commission health-standard preliminary research project—“Specifications and Standards for International Medical and Health-Tourism Services,” and “Survey and Research on Medically Distinctive Service Programs with International Competitiveness (Fudan System).” It has published or authored numerous related academic works and research reports, actively provided policy recommendations, and played a think-tank role in innovating an international medical-service system with Chinese characteristics.
| International Medical Tourism |--------------
In September 2023, the Shanghai Municipal Health Commission and the Shanghai Municipal Medical Insurance Bureau jointly issued the “Work Plan for Conducting a Pilot Program for International Medical Tourism at High-Level Public Hospitals in Shanghai.” In the first batch, 13 tertiary general and specialty hospitals in Shanghai with strong innovation awareness, high technical standards, significant disciplinary strengths and a foundation in international medicine were designated as pilot institutions for international medical tourism. Huashan Hospital (International Medical Center) ranked first. In this emerging integrated field of medical tourism, the Center has actively implemented a medical-tourism brand expansion plan, including defining clear brand-strategy objectives, establishing an organizational structure for advancing projects, renovating the outpatient and inpatient environments and upgrading equipment, developing 10 distinctive medical-brand programs, building a talent pipeline, optimizing commercial health-insurance cooperation and implementing a series of other measures. In September 2024, at the “Phase Summary Conference on the Pilot Work for International Medical Tourism in Shanghai,” the president of Huashan Hospital led the international medical team to attend the conference and present an experience-sharing report, and accepted the plaque designating the Center as a pilot institution.
