Emergency Medical Centre
The Emergency Center (Emergency Department) of Shandong Provincial Hospital was established in the early 1980s. It was one of the first 14 emergency departments established in my country and pioneered emergency medicine in Shandong Province. As one of the birthplaces of emergency medicine in the province, the department has established a development orientation of "high starting point, full configuration, and large scale" since its establishment. After more than 40 years of hard development, it has now become a regional emergency and critical care diagnosis and treatment center integrating medical care, teaching, scientific research, and emergency rescue. It is responsible for the diagnosis, treatment, and rescue of critical and severe patients in Jinan City and the central and western regions of Shandong Province. The service radius covers central Shandong, western Shandong, southern Shandong, and northwestern Shandong, with an annual population of more than 10 million. Discipline status and platform construction As a leading unit in the field of emergency medicine in Shandong Province, the department is currently a key clinical specialty in Shandong Province. It also serves as the chairman unit of the Emergency Physician Branch of the Shandong Physician Association, the Emergency Physician Branch of the Shandong Medical Association, and the Poisoning and Occupational Disease Branch of the Shandong Physician Association. It is the chairman unit of the Shandong Province Emergency Specialty Medical Consortium and the vice-chairman unit of the China Emergency Specialty Medical Consortium. Relying on its strong disciplinary influence, the department has taken the lead in building three national-level platforms: chest pain center, stroke center, and trauma center. It has established multiple green channels for acute myocardial infarction, acute stroke, and severe trauma. It has achieved rapid identification, standardized treatment, and efficient transportation of critically ill patients, and has significantly reduced the disability and mortality rates of cardiovascular, cerebrovascular, and trauma patients in the region. Organizational structure and hardware configuration The emergency center is composed of the central campus and the Olympic Sports Campus. The two campuses are under unified management and homogeneous operation, forming a development pattern of "one department, two districts". Each campus has four major functional units: emergency outpatient clinic, emergency rescue room, emergency ward, and emergency care unit, establishing a full-chain treatment system from pre-hospital first aid to in-hospital treatment, and from emergency treatment to intensive care. Currently, the emergency rescue rooms of the two hospitals have a rated capacity of 24 beds (with an additional 6 spare beds), and the maximum capacity can be expanded to 45 beds, ensuring emergency treatment capabilities in public health emergencies and mass injury incidents. The emergency observation room has 44 beds, the emergency ward has 49 beds, and the emergency ICU has 18 beds, forming a patient admission and treatment system with reasonable gradients and complementary functions. In terms of hardware equipment, the department is equipped with world-class first aid and life support equipment, including multifunctional ventilators, continuous blood purification devices, extracorporeal membrane oxygenation systems, mild hypothermia therapeutic devices, pulse-indicating continuous cardiac output monitors, bedside ultrasound, intra-aortic balloon counterpulsation pumps and other advanced instruments, which can meet the life support needs of all types of critically ill patients. At the same time, the department has built an information-based emergency platform to realize real-time sharing of patient information, full tracking of the treatment process, and dynamic monitoring of quality indicators. Talent team and subject team The department attaches great importance to the construction of talent echelon and has created a professional emergency team with reasonable structure, excellent quality and superb technology. Currently, the two hospitals have a total of 40 emergency physicians, including 6 with senior professional titles and 8 with deputy senior professional titles; 15 have doctoral degrees, 25 have master's degrees, and a nursing team of more than 220 people, including more than 30 emergency specialist nurses at or above the provincial level, forming a high-quality emergency nursing team. In recent years, the department has selected key personnel to go to well-known emergency centers in the United States, Germany, Japan and other countries and regions for training and exchanges, introducing advanced international concepts and technologies, and continuously improving the team's professional capabilities. The department currently has 3 national-level and provincial-level emergency rescue experts and 6 national-level health emergency team members. They conduct field training for no less than 20 days every year and regularly participate in cross-regional and cross-provincial emergency drills. In recent years, the department has undertaken medical rescue missions for major emergencies such as the Wenchuan Earthquake, Yushu Earthquake, Tianjin Port Explosion, and the COVID-19 Epidemic, and has performed many foreign aid medical missions, demonstrating excellent emergency response capabilities and a high sense of social responsibility. At the same time, as the leading unit for diagnosis and treatment of poisoning and occupational diseases in Shandong Province, the department has accumulated rich experience in handling acute poisoning incidents and medical rescue of chemical leakage accidents, and has established a poisoning information monitoring and emergency rescue network covering the entire province. Scientific research innovation and academic achievements The department always adheres to the concept of "paying equal attention to clinical and scientific research, and innovation-driven development" and relies on abundant clinical resources to carry out high-level scientific research. In recent years, the department has continuously promoted the integrated development of emergency interventional treatment, emergency minimally invasive technology, and emergency ultrasound technology, forming a comprehensive diagnosis and treatment model for acute and critical illness with emergency care as a platform and multidisciplinary collaboration. Medical service volume and regional influence With its strong comprehensive strength and efficient operating mechanism, the department’s annual number of emergency patients continues to rise. Currently, it receives an average of about 200,000 emergency patients per year, treats more than 2,800 inpatients annually, and completes more than 2,000 emergency operations annually. Among them, the annual number of emergency interventional treatments for acute myocardial infarction exceeds 600, and the D-to-B time (time from entry to balloon dilation) is controlled within 60 minutes, which is better than the standard recommended by international guidelines; more than 300 cases of intravenous thrombolysis and arterial thrombectomy for acute ischemic stroke are performed annually, and the median DNT time (time from entry to thrombolysis) is controlled within 40 minutes. The department has been ranked at the forefront in the evaluation of emergency medicine professional medical service capabilities in Shandong Province for many consecutive years, and its regional radiating and driving role has been significantly enhanced.
