Refractive Surgery Outpatient Clinic 1
The First Refractive Surgery Outpatient Clinic of the Department of Ophthalmology at the Second Affiliated Hospital of Harbin Medical University was established in 2001 and is one of the earliest medical institutions in Heilongjiang Province to perform refractive surgery. It currently has two chief physicians, two technicians with master’s degrees, and 4 nurses-in-charge. This specialty has developed into a professional refractive surgery and optometry department integrating medical care, teaching, and research. Under the leadership of Professor Li Ying, it was the first in the province to perform wavefront aberration-guided personalized corneal refractive surgery in 2010; the first in the province to perform implantable collamer lens (ICL) implantation in 2014; the first in the province to perform collagen cross-linking surgery for keratoconus in 2017; and in 2018, the first in the province to perform full-femtosecond laser surgery, lenticule transplantation for the correction of moderate-to-high hyperopia, lenticule transplantation for the treatment of corneal opacity and corneal ulcers, and corneal refractive ablation surgery for corneal degeneration and opacity, among other procedures. In 2023, it was the first in the province to perform OCT navigation-guided ICL implantation. In 2024, it was the first in the province to perform LBV personalized, customized presbyopia-correction surgery.
The department has nearly 10,000 outpatient visits annually and has successfully treated nearly 100,000 cases of refractive errors, including myopia, astigmatism, and hyperopia. It has led 6 provincial-level research projects and published numerous SCI articles. It participated in compiling the national “13th Five-Year Plan” postgraduate textbook “Ophthalmology” and received two second prizes for the application of new health and medical technologies in Heilongjiang Province and two second prizes for the application of new technologies at Harbin Medical University. Department staff visited Saint Petersburg State University in Russia in 2018. The First Refractive Surgery Outpatient Clinic of the Department of Ophthalmology is an EVO ICL regional training center, the chairing institution of the Myopia Prevention and Control Specialized Committee of the Heilongjiang Medical Doctors Association, the chairing institution of the Eye Health Specialized Committee of the Heilongjiang Youth Learning and Development Association, and the deputy-chairing institution of the Myopia Specialized Committee of the Heilongjiang Medical Promotion Association.
The department currently has the most advanced examination and treatment equipment available in China and abroad, including the VisuMax3.0 full-platform femtosecond laser surgical system, the Mel90 excimer laser treatment system, the three-dimensional anterior-segment measurement and assessment system (OCULUS Pentacam), the visualized corneal biomechanics analyzer (Corvis® ST ), the CLARUS 500 true-color, high-definition, ultra-widefield fundus camera, and ocular ultrasound biomicroscopy (UBM) examination equipment.
